Castle Mead Parking Restrictions

Wiltshire Council has proposed the installation of double-yellow lines along Leap Gate (Castle Mead) and side roads with "No waiting at anytime", reference LJB/TRO/TROW5. This proposal was advertised in the Wiltshire Times on 12th May 2017 and the consultation period ended on 5th June 2017.

THE COUNTY OF WILTSHIRE (TROWBRIDGE) (PROHIBITION AND RESTRICTION OF WAITING, TAXI RANK CLEARWAYS AND ON STREET PARKING) CONSOLIDATION ORDER 2015 (AMENDMENT NO.5) ORDER 2017

The Council of the County of Wiltshire in exercise of its powers under Sections 1, 2, 4, 32, 35, 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act of 1984”) as amended and the Traffic Management Act 2004 (hereinafter referred to as “the Act of 2004”) as amended and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act of 1984 hereby makes the following Order.

1. The County of Wiltshire (Trowbridge) (Prohibition and Restriction of Waiting, Taxi Rank Clearways and On Street Parking) Consolidation Order 2015 shall be amended by the insertion of the Map Schedules specified in the Schedule to this Order.

2. The effect of the Order will be to introduce No Waiting at any time on the following lengths of roads:

Huntingfield – both sides – from its junction with Leap Gate to a point 12 metres east of that junction

Leap Gate – both sides – from its junction with Bridleway 41A (Green Lane) to a point 35 metres south of its junction with Huntingfield

Mascroft Road (northern leg) – both sides - from its junction with Leap Gate to a point 15 metres east of that junction

Mascroft Road (southern leg) – both sides – from its junction with Leap Gate to a point 25 metres east of that junction

Soprano Way (northern leg) – both sides – from its junction with Leap Gate to a point 12 metres west of that junction

Soprano Way (southern leg) – both sides – from its junction with Leap Gate to a point 25 metres west of that junction

Wiltshire Council received a large number of objections to the proposed parking restrictions but no support at all for the scheme. Concerns raised were that vehicle speeds and noise would increase and that parking would become an issue inside the estate, especially as visitors' parking spaces are not clearly marked. As a result, Wiltshire Council has amended the parking restrictions to “No waiting at anytime” between 8am-6pm Monday-Saturday.

These parking restrictions will obviously have an impact on parents who have to drive their children to and from Castle Mead School. Wiltshire Council has not taken into account where parents will be able to park between 8:30 and 9:00am and 2:50 and 3:30pm as parking is prohibited during these periods (restrictions 8am-6pm Monday-Saturday). The expansion of the school will only make this more of an issue.

These parking restrictions will also have an impact on residents as no parking will be allowed on Saturdays between 8am-6pm. Wiltshire Council has failed to take into consideration the number of residents who do not work weekends and will need to park along Leap Gate, as they currently do.

We had a meeting with Highways at Wiltshire Council last week to raise these concerns, amongst other outstanding issues. It was agreed that Wiltshire Council would contact Persimmon Homes regarding marking out visitors' parking spaces, repairing the damage to the roundabout signage and repairing the footpaths.
